They perhaps supported some pretty destructive causes and in a small tiny way may have contributed to the problems we have today because of some of the things they supported, but wha't's really more important is they made some great music and were certainly an influence on the punk rock that came after them. That's what really matters. And they, there were for a time on the FBI's terrorism watch list. For a rock and roll band that is something to brag about and is truly punk rock.

This is about as punk rock as one could get in 1966. This predates The Velvet Underground, MC5, The Stooges, New York Dolls, etc. I don't think The Who "invented" punk, and after their mod period they morphed into a band that was the antithesis of everything punk stood for. Still, no one can deny they were definitely a punk band of their time, at least on their side of the Atlantic, while we had all the great garage bands like The Sonics or the Zackary Thaks. It kills me how so many of their (now old) fans who listen to 70's era Who draw no distinction between them and punk rock.
